The gear boxes will have different ratios, so the end result is same or near same blade speed. The main advantage of 1000 rpm PTO over 540 rpm PTO is the drive line is designed to handle more HP/torque. I would NOT change the coupler or get an adapter to let a 540 rpm cutter hook up to a 1000 rpm PTO. You would almost double the blade speed.
